Hartley war leitender Ingenieur der Europäischen Donaukommission zur Erhaltung der Schiffbarkeit auf der unteren Donau. Die Tafeln unter anderem mit einer Karte des Donaudeltas, Pläne einzelner Mündungsarme, Wassertiefen und Schnittzeichnungen von Uferbefestigungen und Anlegestellen.
